V Berlíně však Wächter získal podporu Himmlera, který požadoval, aby divize byla postavena z haličanů, jež považoval za více árijské. Pojmy ukrajinský, Ukrajina se neměly ve zmínkách objevit, ke zdůraznění odkazu rakousko-uherského císařství měl být používán termín „Galizien“.
